Device enrollment

Approve agents before they can open SSH or VNC tunnels. Each device gets its own key — no shared tunnel file.

Issue enrollment token

Create a one-time token, then run the Windows installer with it (or set DLP_ENROLLMENT_TOKEN in agent.env).
